Sticky Post Not Showing in Latest Posts Section

I have a post that I want to be sure shows up at the top of the posts page and in Section 4 – Latest News, so I have marked it as “sticky”. It does show up at the top of the page on my posts page (What’s Happening), but on the front page in Section 4 it doesn’t show up at all. How can I get it to show up on the Front page? The website is http://kbmsk.org.

The latest posts are displayed in the homepage Latest News section. It is not possible to show sticky posts.
You can use Post Types Order plugin to display your selected posts in latest news section.Regards
