Your Social Care documentation is way out date. ‘Social Care’ theme documentation needs to be update per WordPress 5. How to handle you various shortcodes in the 5.x Gutenberg editor.

Example in ‘Inner Page Banner’ you are showing ‘Classic’ editor and other references to editing page does not consider Gutenberg editor.

Or does this theme require WordPress 4.x?

The theme is compatible with the latest WordPress version and Gutenberg editor.
The documentation is created with Classic editor.
