Section 3 & Appearance Panel

Good day
I am trying to add url to each photo in the Prevalent theme section 3 (Special offer) in order to link to a page or a booking system. Otherwise this section does not make sense, as only pictures are displayed and therefore the section serves only as decoration. Further, my installation does not provide an editors panel under appearance. The Appearance panel shows the following:
Themes
Customize
Widgets
Menus
Header
Background
Theme OptionsI would appreciate your assistance. Thank you and best regards
