Hi,
The option is not available to reorder the homepage section, but you an change the order by exchanging the section content (Section ID, class, image, color and content)
Please send your website URL and WordPress admin login details for temporary at support@gracethemes.com so we can reorder the homepage section and solve the issue of footer column.
